DLA Land and Maritime has issued a solicitation for arm assemblies used on the M113A3 Armored Personnel Carrier. The resulting contract has three base years and two option years for a total of five.

There are three national stock numbers in the solicitation:

The first two NSNs were supplied by Maven Engineering, the last one was supplied by Statz Corporation. Based on past procurement history pricing we estimate the value of this contract at $1.5 Million over five years.

This contract is set-aside for small business only. Companies have 205 days to ship goods after each delivery order.  All offers are due by Jul 28, 2022.

DLA Land and Maritime has issued a solicitation for the supply of DC fan motors used on the outdoor condensing coil for Air Conditioner/ Environmental Control Unit (ECU) NAVAIR A/E32C-45, part number 1559AS400-1.  The fan motor has an NSN of 6105-01-592-2582. The resulting contract will be an Indefinite Quantity Contract (IQC).  It will have three base years and two option years for a maximum duration of five.

It was last sold to the military by Kampi Components for $2,476 in quantity of 86. There is no set quantity in this contract, but the government estimates that they will purchase 627 of these motors each year. Based on past procurement history pricing, we estimate the value of this contract at $7.7 Million.  The contract has a maximum value of $9.3 Million over five years.

DLA Troop Support has issued a solicitation for 380 Abandon Ship Life Preservers.  This vest has a  National Stock Number of 4220-01-487-2932.

This is a perfect opportunity for manufacturers of Personal Flotation Device (PFDs) as it is Fully Competitive in accordance with military specification A-A-59772. It has been produced by companies such as Coleman Stearns and Mustang Survival sold and by Atlantic Diving Supply. It was last sold to the military for $174.96 in quantity of 327.

DLA Aviation has issued a pre-solicitation for Refrigerant Recovery Systems.  Pre-solicitations are issued in advance of solicitations so the government can assess the potential for competition.  This also gives potential competitors more time to submit Source Approval Requests and capability statements to become an approved source.  BidLink clients have been asking to see more pre-solicitations because they provide a better chance for them to compete on sole-source and sole source items. The solicitation soon to be issued will result in a five year contract.

Currently, the only approved source is Bosch Automotive Services Solutions CAGE 45225 with the only approved part number 17800C.  Then brand name for the system is Robinair, NSN 4250-01-411-7240.  It was last sold to the military by Allied Defense for $6,960 each in quantity of 27.

DLA Land and Maritime has issued a solicitation for NIMH dry storage batteries NSN 6140-01-490-4317.  This battery has 12 / 24 volt nominal output with a capacity of 4.9 amp-hours at 2 amps discharge.  Operating temperature range is -20c to +50c.  Technical data is available for this item so new companies can compete.  The battery complies with mil-spec MIL-PRF-32052/1. The battery must not contain cadnium.

Bren-Tronics received the most recent contract for these batteries taking the business away from Mathews Associates. They were last sold to the military for $258.48 each in quantity of 2,578.  A first article test item was delivered for $16,516.

The current solicitation is for 8,596 batteries plus a first article test item.  The solicitation also includes a single battery for unit testing. Based on past procurement history pricing we estimate the value of this contract at $2.2 Million.

DLA Aviation is looking for more companies to supply this terminal board used on the F-15 aircraft. There is no current solicitation for this item, but DLA is informing contractors that they would like to see more competition to supply this part.

From 2015 to 2020 there has been only one supplier of this item, selling it for $415 each in quantity of 150.  In 2021 another company sold it to the military for $1,024 each in quantity of 202.  When DLA determines that the price of an item is too high they periodically announce that they would like to see more companies compete.

The government purchases 336 of these terminal boards each year at a total annual cost of $201,808.

DLA is so interested in finding additional suppliers that they are making samples available to reverse engineer.

We’ve had a request for more pre-solcitations.  Since becoming an approved source takes a while, we’re going to cover more pre-solicitations, which are announcements of the government’s intent to solicit an item.  These can provide more lead time to determine if a company can supply the product.

This one is for an F-16 Horizontal Tail Support Beam, NSN 1560-01-485-2362.  This 6″ thick beam is 11″ x 47″ and supports the right side of the F-16 tail.  It was last sold to the military by Aero-Glen International for $2,040 each. The government intends to solicit 112 beams at an estimated contract value of $228,480.

The solicitation will likely be a small business set-aside.  Potential manufacturers are encouraged to respond to this sources sought solicitation by June 22, 2022.

Based on past procurement history pricing we estimate the value of this contract at $259,000.
